Right to AI: Ensuring Equitable Access to AI Resources

Abstract
With artificial intelligence technologies set to reshape economic and social participation, governments face a critical challenge: ensuring equitable access to AI resources as they become essential for civic and economic life. This paper introduces the concept of a “Right to AI” as a policy schema, extending beyond traditional digital rights to encompass computational resources, model access, AI literacy, and safety considerations. Building upon our current understanding of AI systems and infrastructure governance, this paper develops a framework for implementation, using Japan as a case study. Building on Japan’s recent AI governance initiatives, this paper outlines specific policy recommendations for implementation while addressing potential challenges and limitations. Although our analysis focuses on Japan’s institutional context, and contrasts it with South Korea, the framework’s core principles and implementation strategies can be adapted for other nations. We hope that this paper contributes to the broader discussion of equitable AI access in an increasingly AI-influenced society.
